I am writing to express deep concern over the recently drafted 28-point peace proposal between Russia and Ukraine, reportedly negotiated without full Ukrainian or European participation. Several elements of this proposal would significantly undermine Ukraine’s sovereignty and long-term security — including territorial concessions, restrictions on Ukraine’s military capacity, and limitations on its right to seek collective defense arrangements such as NATO.
This is not only about Ukraine’s fate. European leaders have already warned that how this war ends will shape the security of the entire continent. If the United States effectively rewards Russia’s aggression through this proposal, it risks emboldening Russia to pressure or act against other European states, particularly those on NATO’s eastern flank. Rewarding territorial conquest would damage U.S. credibility and weaken the deterrent effect that has helped prevent wider conflict in Europe for decades.
For these reasons, I respectfully urge you to use the legislative and oversight powers of Congress to ensure that any U.S. involvement or endorsement is conditional on the following:
1 Full Ukrainian participation and consent in any negotiations or final agreement.
2 Preservation of Ukraine’s sovereign right to determine its future security posture, including alliances.
3 Congressional oversight of any funding, aid, diplomacy, or implementation mechanisms tied to this proposal.
Congress retains the power of the purse — and with that, the responsibility to ensure that U.S. policy does not unintentionally reward aggression or invite future instability in Europe.
