Impeachment, immediately. The president does not have the power to commit acts of war without congressional approval. Americans do not want tax dollars going to bombs when the cost of everything is so damn high here, not to mention the catastrophic human cost of launching strikes. What is the purpose of Congress if they will not provide the checks and balances to the Executive branch?
