I urge you to support the Protect America's Workforce Act, which safeguards the collective bargaining rights of federal employees by nullifying the Executive Order on "Exclusions from Federal Labor-Management Relations Programs" issued on March 27, 2025.
This legislation protects federal workers from sudden changes that would weaken their labor protections and undermine existing agreements. The bill ensures that all collective bargaining agreements in effect as of March 26, 2025, between executive branch agencies and labor organizations remain fully enforceable through their stated terms. Without this protection, federal employees could see their hard-won rights stripped away through executive action alone.
Federal workers serve our communities with dedication, and they deserve stable labor relations that respect their right to organize and bargain collectively. The Executive Order this bill nullifies would have excluded certain federal employees from labor-management programs, creating uncertainty and potentially reducing workplace protections that have been negotiated over years. These workers include those who process Social Security claims, ensure food safety, maintain our national parks, and provide countless other essential services to constituents.
The Protect America's Workforce Act uses Congress's constitutional authority to regulate federal employment and its power of the purse by prohibiting the use of federal funds to implement the nullified Executive Order. This approach maintains the current administrative structure without requiring new expenditures or creating bureaucratic disruptions.
I ask you to vote in favor of this legislation to preserve the rights of federal workers and maintain the stability of federal labor-management relations. Federal employees should not have their workplace protections subject to sudden changes through executive order. They deserve the certainty that their collective bargaining agreements will be honored and their right to organize will be protected.
