Community solar offers numerous benefits that align with values of free markets, property rights, and energy choice. These shared renewable projects allow households to access affordable clean power without installing rooftop panels. Customers can save money on their electricity bills through a subscription model, while developers pay property taxes that fund local services. Community solar spurs economic development, with each 5 MW project generating $14 million in local economic activity and nearly 100 jobs on average. As evidenced by recent legislation in states like Georgia, Iowa, Missouri, and Ohio, this policy is gaining bipartisan support. By enabling third-party ownership of these projects, community solar introduces competition into the electricity generation market. It capitalizes on private investment while respecting property rights by allowing landowners like farmers to lease fallow acres for a stable income source. Pennsylvania should join the 25 states that have adopted community solar policies. Doing so would provide more energy choices for consumers, boost local economies, and align with principles of free markets and property rights. This proven model merits consideration to expand affordable clean energy access across the Commonwealth.
