Terminate DHS Contracts for Extraterritorial Surveillance I am a voting constituent writing to compel an immediate congressional investigation into reports that the Department of Homeland Security (DHS) is hiring private bounty hunters to locate, monitor, and photograph deported individuals and their homes abroad. This extraterritorial surveillance represents an egregious misuse of federal authority and taxpayer resources. When individuals have remigrated to their home countries, their legal proceedings with U.S. immigration enforcement are concluded. Sending private contractors across international borders to effectively intimidate and shake down former residents on foreign soil violates sovereign boundaries and severely damages our global integrity. The United States must uphold its legal obligations and act as a responsible international partner. Outsourcing cross-border operations to private bounty hunters—who operate without strict federal oversight—invites grave human rights abuses and diplomatic conflicts. It is deplorable that federal funds are being spent to harass individuals who have already left the United States. I strongly request that Congress launch a thorough inquiry into these DHS contracts, prohibit federal funding for private surveillance operating on foreign soil, and permanently reject the deployment of private bounty hunters at home and abroad.
