Support and Codify the Transgender Bill of Rights

I am writing to urge you to support and work toward codifying the Transgender Bill of Rights resolution being reintroduced by Representative Pramila Jayapal, Senator Edward J. Markey, Representative Sara Jacobs, and Representative Mark Takano. This comprehensive legislation is urgently needed to protect transgender and nonbinary Americans from escalating discrimination and violence. The statistics are alarming. In 2025 alone, 1,022 bills targeting the rights of trans and gender non-conforming individuals have been proposed across the country. These attacks have real consequences: anti-trans laws aimed at minors have been directly linked to increases in suicide attempts by trans and gender nonconforming teenagers. Trans people are four times more likely than cisgender people to be victims of violent crimes. These are your constituents facing this crisis. The Transgender Bill of Rights provides a clear framework for federal action. It calls for amending the Civil Rights Act of 1964 to explicitly include gender identity and sex characteristics as protected characteristics, ensuring equal access to services and public accommodations. It would codify the Bostock decision to clarify that discrimination in employment, housing, and credit based on gender identity is illegal. It protects children from discrimination in education, including participation in athletics and access to facilities. The resolution also addresses healthcare by expanding access to gender-affirming medical care, protecting transgender people from healthcare discrimination, and banning forced surgery on intersex infants. It invests in mental health services designed for transgender and nonbinary people, bans conversion therapy practices, and requires the Attorney General to designate a liaison within the Civil Rights Division dedicated to enforcing the civil rights of transgender people. Every person deserves to live free from prejudice and discrimination. I ask you to publicly support this resolution and champion its provisions as we work to ensure all Americans can live authentically and with dignity.
