Demand Impeachment Investigation Based on Alleged Russia Cooperation Deal
To: Sen. Durbin, Sen. Duckworth
From: A constituent in Chicago, IL
February 9
I am writing to urge you to demand an immediate impeachment investigation into potential unauthorized negotiations between the Trump administration and Russia regarding a proposed economic cooperation agreement.
Ukrainian President Zelensky recently revealed that Ukrainian intelligence has informed him about the "Dmitriev package," which proposes economic cooperation between Russia and the United States valued at approximately 12 trillion dollars. According to Zelensky, these documents may include issues related to Ukraine, and Russia is signaling to America to recognize Crimea as Russian territory during peace talks. This represents a potential violation of established US foreign policy and international law, as Crimea's annexation by Russia in 2014 has never been recognized by the United States or the international community.
If these reports are accurate, the administration may be conducting unauthorized negotiations with a hostile foreign power that undermine a democratic ally currently defending itself against Russian aggression. Such negotiations, particularly those involving recognition of illegally annexed territory, would contradict decades of bipartisan US policy supporting Ukrainian sovereignty and territorial integrity. The 12 trillion dollar figure suggests an agreement of extraordinary scope that could fundamentally reshape US-Russia relations without congressional oversight or public transparency.
Zelensky emphasized Ukraine's position that it will not support any agreements made about Ukraine without Ukraine's participation. The United States should hold itself to the same standard of transparency and democratic accountability. Any agreement of this magnitude requires congressional scrutiny, particularly one that may legitimize territorial conquest and reward aggression.
I urge you to call for an immediate investigation into whether these negotiations are occurring, who authorized them, and what commitments may have been made. If substantiated, these actions warrant impeachment proceedings. Our democratic institutions and international credibility depend on accountability for unauthorized foreign policy conducted outside constitutional channels.
