I'm writing to urge you to support and co-sponsor the VISIBILITY Act (H.R. 5400 / S. 2824)—critical legislation that would protect LGBTQIA+ individuals, immigrants, and other vulnerable communities from targeted violence, fraud, and harassment.
This bill is urgently needed. As the VISIBILITY Act highlights, marginalized groups face increasing threats not just from hate-motivated individuals, but from criminals who impersonate law enforcement to prey on people who are afraid to report. In cities across the U.S., there have been disturbing reports of individuals posing as ICE agents—detaining, extorting, or robbing immigrants, trans individuals, and others too afraid to ask for help. These predators thrive in legal grey zones and rely on the fear and invisibility of their targets.
The VISIBILITY Act provides the tools to fight back. It would:
• Establish a dedicated Office of LGBTQIA+ Community Safety within the DOJ
• Fund local, community-based violence prevention programs
• Improve data collection and interagency coordination to track hate crimes and impersonation scams
• Support public education and awareness campaigns to protect people from law enforcement impersonators and online radicalization
With hate crimes rising and trust in law enforcement fractured for many vulnerable groups, we must act. The VISIBILITY Act confronts not just violence but also the predatory conditions that make it easier for criminals to act with impunity—especially when victims fear that calling 911 could make things worse.
Passing this legislation is not only about public safety—it’s about restoring the basic right to live without fear of targeted harm or exploitation.
Please support the VISIBILITY Act and make clear that our justice system protects everyone—not just those with power or privilege.
