As your constituent, I demand that you urgently call for a full, independent investigation into recent fatal shootings by Immigration and Customs Enforcement (ICE) agents.  On July 13th, a 26-year-old Colombian man was fatally shot by ICE agents in Biddeford, Maine. Senator Angus King spoke with Department of Homeland Security (DHS) Secretary Markwayne Mullin, who said the man was “NOT the target of the warrant".  On July 7th, a 52-year-old Mexican national Lorenzo Salgado Araujo was shot and killed by ICE agents. DHS said that Mr. Salgado Araujo was not the target of the operation.  Congress must strengthen congressional oversight of federal law enforcement's use of deadly force. According to the Trace tracker for ICE shootings (https://www.thetrace.org/2025/12/immigration-ice-shootings-guns-tracker), eight people have been fatally shot by ICE. Americans deserve confidence that every use of deadly force by a federal officer is subject to independent oversight, transparency, and accountability. As immigration enforcement operations expand across the country, Congress has an obligation to ensure that federal agencies operate with the highest professional standards and are accountable to the public they serve. Public trust depends on knowing that deadly force is used only as a last resort and that every fatal encounter is investigated fairly and independently. I implore you to: • Call for an independent investigation into the shooting of Lorenzo Salgado Araujo and the Colombian man who were killed by ICE agents.  • Demand the preservation and public release of all available body-camera footage, surveillance video, dispatch recordings, and other relevant evidence consistent with protecting the integrity of the investigation. • Request a congressional briefing regarding ICE's use-of-force policies, training, identification procedures during enforcement operations, and accountability measures. • Support oversight hearings examining federal law enforcement's use of deadly force and whether current policies adequately protect both officers and the public. • Advance legislation establishing independent review procedures whenever a federal law enforcement officer uses deadly force against a civilian. The United States is founded on the principle that government authority must always be accompanied by accountability. Transparency is not anti-law enforcement—it strengthens public confidence, protects constitutional rights, and honors the rule of law. No family should be left searching for answers after a fatal encounter with federal officers. Congress must ensure that justice is impartial, facts are fully examined, and the public can have confidence in the outcome. Thank you for your attention to this urgent matter.
