We are pleased to read about the new rule meaning that home health care organizations will be required to spend 80% of the federal dollars they receive on workers’ salaries rather than administrative overhead. But more needs to be done. Both Medicaid and Medicare should be encouraging ways that people with medical conditions that won’t “improve” be able to receive services that keep them in good health. The current incentives built into payment to these organizations leads them to prioritize people who will “show improvement”. A quadriplegic may not show improvement but still deserves the care that enables them to stay in their home.
