An Open Letter

To: Sen. Warnock, Sen. Ossoff, Rep. Loudermilk

From: A constituent in Woodstock, GA

November 18

I am your constituent and am writing to strongly urge you to vote NO on H.R. 9495, a bill that poses a grave threat to civil society and our fundamental freedoms. This bill, known as the Stop Terror-Financing and Tax Penalties on American Hostages Act, grants dangerous, unchecked power to the Secretary of the Treasury to label U.S. nonprofits as “terrorist-supporting organizations.”

We are deeply concerned that the Trump administration will weaponize these powers, stripping tax-exempt status from nonprofits without evidence, due process, or even a clear explanation. Under such vague and expansive authority, nonprofits that champion diverse causes—human rights, reproductive freedom, environmental protections, and more—could be subject to politically motivated scrutiny, financial ruin, and a chilling effect on free speech. We cannot allow an administration to wield the Treasury Department as a tool to stifle dissent or silence advocacy. This bill would create an environment where political opponents and ideological adversaries could be targeted with little recourse, undermining our constitutional rights and democracy. Please support the over 100 civil rights, religious, and humanitarian organizations that oppose H.R. 9495 and protect our country’s freedoms by voting NO on this dangerous bill.
