I am writing with urgent concern about the Department of Homeland Security appropriations bill that must pass by January 30. The killing of Renee Nicole Good on January 7 in Minneapolis demands immediate action to restrict Immigration and Customs Enforcement operations and deny additional funding for enforcement activities.
Renee Nicole Good was a 37-year-old American citizen, a wife and mother of three who loved singing and studied creative writing. An ICE agent shot her in the face during an operation in her own community. This tragedy is part of a disturbing pattern. More than 30 people died in ICE detention in 2025 alone, yet these agencies continue operating with virtually no oversight or accountability.
The upcoming DHS funding bill requires 60 votes in the Senate, providing critical leverage to impose meaningful restrictions. I urge you to demand three specific provisions in any appropriations package. First, strengthen restrictions on ICE and Border Patrol's ability to conduct dragnet arrest operations targeting people based on race, language, accent, employment, or location. These agencies have built a mass surveillance apparatus collecting biometric data without proper oversight. Second, end Border Patrol deployment to cities far from borders and reject the expanding mandate that has turned Greg Bovino into what amounts to a personal secret police chief. Third, limit DHS's reprogramming and transfer authority to prevent moving funds toward ICE and Border Patrol operations, detention centers, or weapons.
Senate Democrats previously provided hundreds of millions in additional ICE funding in March 2025 despite having leverage in the appropriations process. That approach failed to protect Americans like Renee Nicole Good. I expect you to use every procedural tool available to restrict these lawless operations and ensure no additional funding flows to ICE.
I also call for an independent FBI investigation into Good's killing with full transparency to Minnesota authorities. Federal immigration enforcement has escalated into unchecked violence, and constituents deserve accountability before another life is lost.
