Reforming the presidential pardon

Sen. Slotkin has rightly called upon reform to the presidential pardon. It is being abused and offered as protection to people who bribe the president or offer to commit crimes for him. However, I think eliminating the presidential pardon would be a mistake. When you look at our history, there are times the pardon has been used to heal our country and to counteract injustices. I would suggest a creative solution: Presidents are limited to giving one pardon per year. They may not give it to anyone with whom they have a financial relationship or is one of their appointees. That restores the pardon as something used for exceptional cases and not as a political gift to partisans.
