Dear Member of Congress: Please support and pass the Government Surveillance Reform Act and oppose any reauthorization of FISA Section 702 that does not include real warrant protections for Americans. Section 702 was created for foreign intelligence collection against non-U.S. persons overseas. It should not become a warrantless search engine for Americans’ private communications. The core principle is simple: If the federal government wants to read, search for, or use an American’s emails, texts, calls, location data, search history, browsing history, chatbot records, or other sensitive digital information, it should get a warrant. That is not anti-security. It is the Fourth Amendment. The Government Surveillance Reform Act is the right model because it would: - require warrants before accessing Americans’ communications collected under Section 702 - close the “backdoor search” loophole - stop agencies from buying sensitive personal data from brokers to avoid warrant rules - strengthen court oversight and public reporting - add accountability for violations - limit retention and misuse of collected data This matters even more in the age of AI. Modern systems can search, correlate, summarize, and map people’s relationships, beliefs, movements, and associations at enormous scale. Surveillance rules written for human analysts must not become a blank check for automated examination of Americans. Congress should protect national security and constitutional liberty at the same time. Please do three things: 1. Cosponsor and vote for the Government Surveillance Reform Act. 2. Oppose any “clean” or cosmetic Section 702 reauthorization without a warrant requirement. 3. Insist that any emergency exception be narrow, documented, time-limited, and subject to prompt court review. The test is clear: No warrant, no search of Americans’ communications. Please protect us by passing real surveillance reform.
