Pass HB 10079, the Beverage Regulatory Parity Act. Hemp-derived beverages are already on store shelves across the country, and right now they exist in a legal gray zone with no consistent federal oversight, no mandatory labeling, and no age restrictions. That is not a safe situation for consumers or a stable one for the industry.
This bill fixes that by placing hemp-derived beverages under the Tax and Trade Bureau, the same agency that oversees alcohol. It requires permits for manufacturers and wholesalers, mandates labeling and serving size standards, and sets a hard minimum purchase age of 21. It also resolves a longstanding ambiguity under federal food safety law by clarifying that naturally-occurring cannabinoids like CBD and delta-9 THC do not automatically render a product adulterated, while preserving recall authority for genuinely unsafe products.
The hemp industry, farmers, and consumers all benefit from a clear, permanent federal framework. A patchwork of state rules is not a substitute for national standards. Vote yes on HB 10079.
