Prosecute Online Networks Facilitating Drug-Facilitated Sexual Assault

To: Sen. King, Rep. Pingree, Sen. Collins

From: A constituent in Damariscotta, ME

April 17

I need you to take immediate action to prosecute the men operating in online networks that facilitate drug-facilitated sexual assault and to hold the platforms hosting this content accountable. CNN's recent investigation exposed global communities on Telegram and sites like Motherless.com where men trade advice on drugging and raping their partners. Motherless received 62 million visits in February alone and hosts over 20,000 videos of unconscious women being assaulted, some with more than 50,000 views. Men in these groups share specific medications, dosages, and techniques. Some livestream assaults for $20 per viewer in cryptocurrency. This is not theoretical. Survivors like Zoe Watts discovered her husband had been crushing their son's sleeping medicine into her tea and raping her for years. He got 11 years. Amanda Stanhope's partner drugged and assaulted her repeatedly over five years. Valentina's husband of 20 years filmed himself abusing her after drugging her with sedatives. He got eight years. These men are committing rape. They belong in prison. But prosecution is nearly impossible when platforms operate with impunity and law enforcement lacks training to recognize drug-facilitated sexual assault. We need federal legislation that removes safe harbor protections for platforms hosting this content, mandatory DFSA training for police and hospital staff, and dedicated resources to investigate and prosecute these networks. Rape is a crime. Treat it like one.
