ICE Lethal Force & Civilian Killings — Demand for Investigation and Impeachment

We, the undersigned constituents and residents of the United States, submit this petition in profound anger, disgust, and moral outrage over the killing of a civilian by a federal ICE agent in Minnesota — and over the continuing, documented pattern of violent and reckless immigration enforcement actions in multiple U.S. cities, including Chicago. This killing is not an isolated tragedy. It is part of a broader pattern in which Immigration and Customs Enforcement operations have resulted in civilian injury or death, followed by immediate federal justifications, delayed transparency, and a lack of meaningful accountability. Each incident is treated as an exception. Taken together, they demonstrate a systemic failure of leadership, oversight, and adherence to constitutional limits on state power. Minnesota is simply the latest example. When armed federal agents repeatedly operate in civilian spaces, employ lethal force against individuals who are not the targets of enforcement, and are defended reflexively by senior officials despite contradictory evidence, responsibility does not rest solely with individual agents. Responsibility lies with the leadership that authorizes these operations, sets the rules of engagement, and fails to act after prior incidents. This is precisely why congressional oversight and impeachment exist. We reject the federal government’s automatic invocation of “self-defense” in this case, particularly as video evidence, eyewitness testimony, and statements from local officials contradict that narrative. We find it intolerable that federal leadership appears more focused on protecting institutional authority than on protecting civilian lives. Accordingly, we formally petition Congress to take the following actions: 1. Initiate immediate, independent investigations by the Department of Justice and the FBI into the Minnesota killing and related ICE incidents nationwide, fully separate from DHS and ICE. 2. Compel the public release of all body-camera footage, surveillance video, audio recordings, and internal communications related to these incidents, without strategic delay or improper redaction. 3. Suspend all agents involved in civilian deaths or serious injuries pending the outcome of investigations. 4. Pursue criminal charges where supported by evidence, in open court, rather than resolving these matters through internal administrative processes. 5. Conduct congressional oversight hearings, under oath and with subpoena power, into ICE’s nationwide use-of-force policies, deployment practices, and command responsibility — including incidents in Chicago and other U.S. cities. 6. Enact legislative reforms to restrain federal law-enforcement agencies that are operating with unchecked authority and a demonstrated pattern of civilian harm. 7. Initiate impeachment proceedings against senior federal officials responsible for ICE operations, including the Secretary of Homeland Security, for abuse of power, failure of oversight, and violations of constitutional duty. This petition is not partisan. It is constitutional. It is rooted in the belief that no federal agency is above the law, no official is immune from accountability, and no civilian death should be dismissed as collateral damage of policy. We are disgusted that these incidents have become normalized. We are outraged that each city is asked to forget the last. And we demand that Congress act — publicly, decisively, and without delay — before another civilian is killed and excused. We expect a clear response outlining the specific actions being taken in response to this petition.
