Reject harmful bill undermining judiciary's power to check executive

To: Sen. Durbin, Sen. Duckworth

From: A constituent in Hanover Park, IL

April 16

I urge you not to support H.R. 1526, the No Rogue Rulings Act of 2025 (NORRA). This bill would severely restrict the ability of federal district courts to issue injunctive relief, a crucial power that allows courts to prevent irreparable harm. Section 2(a) would prohibit federal district courts from issuing injunctions applicable beyond the specific parties to a case, essentially barring nationwide injunctions against unlawful executive actions. Although Section 2(b) provides an exception for multi-state challenges to executive branch actions, it imposes burdensome requirements like convening a special three-judge panel. This bill represents an alarming attempt to undermine the checks and balances provided by the judicial branch. By limiting courts' equitable powers, it would hamstring their ability to safeguard constitutional rights and hold the executive accountable. I implore you to reject this direct assault on judicial independence and authority.
