As a constituent, I am writing to ask you to co-sponsor H.Res.876, which would formally recognize Israel's ongoing genocide of Palestinians in Gaza and call on the US to fulfill its obligations under both international and domestic law to prevent and punish genocide.
A virtual legal consensus has emerged that Israel's atrocities against Palestinians in Gaza over the past two years constitute genocide. As far back as January 2024, the International Court of Justice found that it was "plausible" that Israel's actions constituted genocide.
Since then, the International Association of Genocide Scholars, Amnesty International, Human Rights Watch, ten leading Palestinian human rights organizations, and Israeli NGO's B'Tselem and Physicians for Human Rights Israel, to name just a few, have concluded that Israel has committed genocide.
H.Res.876 would recognize Israel's genocide and call for the US to: cease the transfer of weapons to Israel that have been or could be used to commit genocide; ensure that US individuals and corporations are not involved in Israel's genocide; impose targeted, lawful sanctions on those responsible for genocide and its incitement; cooperate with the International Criminal Court and lift sanctions on it as it pursues accountability; and restore funding to UNRWA to meet the humanitarian needs of Palestinian survivors of genocide.
By providing Israel more than $30 billion of weapons, our country has failed miserably in its legal obligation to prevent Israel's genocide. It's not too late to pick up our responsibility to punish Israel for committing genocide as we are legally obligated to do.
H.Res.876 is an important first step in that process. Thank you for considering co-sponsoring this resolution. I look forward to your response.
