In opposition to Safeguard American Voter Eligibility (SAVE) Act (H.R.22/S.128)

To: Sen. Durbin, Sen. Duckworth, Rep. Underwood

From: A verified voter in Shorewood, IL

April 8

I am writing to express my strong opposition to the Safeguard American Voter Eligibility (SAVE) Act (H.R.22/S.128). As your constituent and an engaged voter, I believe this legislation would create unnecessary barriers to voting while solving a problem that data shows is virtually non-existent. The SAVE Act would require all Americans to provide documentary proof of citizenship—specifically a passport or birth certificate—in person when registering to vote or updating their registration. As an average voter, I find these requirements deeply concerning for several reasons: Practical Barriers to Participation Many Americans, myself included, don't have immediate access to their birth certificates or passports. Obtaining these documents can be time-consuming and expensive. The requirement to present these documents in person creates an additional burden, particularly for working people, parents, elderly citizens, and those with limited transportation options. Unnecessary Complications for Name Changes The bill would create particular difficulties for anyone who has changed their name, including through marriage. While the bill instructs states to establish a process for people whose legal name doesn't match their birth certificate, the ambiguity about what documents would be accepted is concerning. Solving a Non-Existent Problem Non-citizen voting in American elections is extremely rare. This legislation would create significant barriers to democratic participation to address an issue that multiple studies have shown is not a widespread problem. Inefficient Use of Resources The SAVE Act would place unnecessary burdens on both voters and election officials, creating a more complex and costly registration system without meaningful benefits to election integrity. I value secure elections, but I also believe that our democracy functions best when all eligible citizens can participate without unnecessary obstacles. The SAVE Act would disenfranchise millions of Americans while addressing a problem that data shows is virtually non-existent. I urge you to oppose the SAVE Act and instead support legislation that strengthens our democracy by making voting more accessible while maintaining appropriate security measures. Thank you for your consideration.
