Market. Farmers have repeatedly supported policies that are against their own best interests. And now they want another bailout. That's not Capitalism or Free For example, when Trump destroyed the soybean market during his first term - we bailed out farmers then. Right now, Soybean farmers still want bailout money. Why are they still growing soy? It's been twelve years - there is no market for soy for US farmers. Let them fail. Somebody with better business sense would grow something else. That is the free market you love so much, after all. Let farmers reap w hat they sow, and fail. No more farmer bailouts.
