Please Act on Dangerous HUD Homelessness Policy Change

To: Sen. King, Sen. Collins, Rep. Pingree

From: A constituent in South Portland, ME

November 18

I’m writing to urgently request congressional action regarding the new HUD homelessness policy. It shifts funding away from proven permanent housing strategies and could displace vulnerable residents—including seniors, people with disabilities, and people in recovery. Numerous studies have shown housing-first programs significantly reduce chronic homelessness and improve outcomes for vulnerable populations. Congress has a duty to safeguard these proven interventions from sudden policy reversals that lack public review. Because the change was made through executive action rather than legislation, it is unclear whether HUD has the legal authority to do this. Congress should step in to ensure transparency, hold oversight hearings, and consider legislation to protect evidence-based housing-first programs. Thank you for your service and attention to this urgent matter.
