I am writing to demand immediate congressional action regarding alarming reports of abuse at the Dilley Detention Center, particularly in areas known as Blue Butterfly zones where teenage girls are reportedly being detained without oversight or public access. These allegations are part of a disturbing pattern at ICE detention facilities that requires urgent investigation. Reports indicate detainees are being deprived of basic necessities including food, clean water, medical care, and sanitary products. There are also serious concerns about contaminated food, spreading infectious disease, and violations of fundamental rights. Most troubling are allegations of deaths, sexual assault, and child abuse occurring within these facilities. The lack of transparency surrounding the Blue Butterfly zones is particularly concerning. When detention areas operate without oversight or public access, the potential for abuse increases dramatically. Teenage girls are among the most vulnerable populations in any detention setting, and their safety must be an absolute priority. I am asking you to take several concrete actions. First, demand immediate access to all areas of the Dilley Detention Center and organize a congressional delegation to conduct an on-site inspection. Second, support the creation of an independent investigatory body with authority to examine conditions at all ICE detention facilities. Third, ensure that international observers are permitted to monitor these facilities. Fourth, use your oversight authority to verify that all detainees are receiving adequate food, water, medical care, and sanitary supplies. Congress has a constitutional duty to provide oversight of executive agencies, including ICE. The serious nature of these allegations demands immediate attention. I urge you to prioritize this investigation and take whatever steps are necessary to ensure the safety and humane treatment of all individuals in federal custody, particularly vulnerable minors.
