I am writing to express serious concern over reports that proceeds from the sale of Venezuelan oil are being held in a Qatari bank account under U.S. executive control without clear Congressional oversight. This raises troubling questions about transparency, legality, and constitutional limits on presidential power.
Congress exists, in part, to ensure that the Executive Branch is held accountable and cannot act unilaterally—especially in sensitive matters involving foreign revenue, national assets, and potential self-dealing. No president should control offshore funds without public accountability or lawful appropriations.
Regardless of one’s views on Venezuela, the perception of corruption and executive overreach damages our institutions and foreign policy credibility. I urge you to push for investigation, transparency, and proper oversight to uphold constitutional checks and balances.
