Treason The Constitution provides that the House of Representatives “shall have the sole Power of Impeachment” and that the President and all civil Officers of the United States, “shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.” Further, the Constitution declares that “Treason against the United States shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort” In their respective conduct, Donald J. Trump, President of the United States, Peter B. Hegseth, Secretary of Defense, and Kristi Noem have, while performing the duties of their office —and in violation of their constitutional oath to faithfully to execute the duties of their office and, to the best of their ability, to preserve, protect, and defend the Constitution of the United States — engaged in Treason by levying war against the United States in that: Confessions to Treasonous Levying of War On September 30, 2025, Donald J. Trump and Peter B. Hegseth addressed the entirety of US military leadership to explicitly declare their plans to execute a “war from within” the United States. They made this declaration of war to the military leadership they expect to execute the war. Peter B. Hegseth further requested that military leaders with the integrity to resist unlawful orders resign, saying “if the words I’m speaking today are making your heart sink, then you should do the honorable thing and resign.“ In remarks subsequent to Peter B. Hegseth’s speech, Donald J. Trump, in his official capacity as President of the United States, explicitly tied this war from within to American cities run by the opposition party, saying “You know, the Democrats run most of the cities that are in bad shape… what they’ve done to San Francisco, Chicago, New York, Los Angeles, they’re very unsafe places and we’re going to straighten them out one by one. And this is going to be a major part for some of the people in this room. That’s a war too. It’s a war from within.” Donald J. Trump and Peter B. Hegseth have forcibly nationalized and deployed the National Guard in an effort to deny and violate the right of the People of the United States to freedom of speech, and of assembly, and to petition the government for redress of grievances, embarking on a wide-ranging censorship campaign to punish his political opponents, chill opposition, and retaliate against constitutionally protected speech, association, and expression, including protest and political opposition. On October 5, 2025 Donald J. Trump, in his official capacity as President of the United States, remarked to an audience of naval cadets “[W]e have to take care of this little gnat that’s on our shoulder called the Democrats.” Donald J. Trump has further delighted in his effort to wage war upon the United States, posting, in his official capacity as President of the United States, an image of the Chicago skyline in flames captioned: “Chicago about to find out why it’s called the Department of WAR,” and including a depiction of himself in the image of the fictitious warmonger character Lt. Col. Kilgore from the 1979 film Apocalypse Now. The post was titled “Chipocalypse Now.” These statements by Trump and Hegseth are not a crime. They are, however, a confession. Treasonous Acts: I. Political Revolution by Force (Levying War) The clear and unambiguous interpretation of the words and statements of the President of the United States and his Secretary of Defense – that they believe their operations within American cities, against American citizens and their political opposition to constitute a war– is borne out by the administration’s actions:Donald Trump has levied war on the United States by assembling men for the purpose of revolutionizing by force the government established by the United States in several of its territories. Whereas ”revolution” is simply “a material or entire change in the constitution of government” and the United States has previously been revolutionized through legitimate political means such as Roosevelt’s New Deal program and the changes effected by the Voting Rights Act. Whereas a variety of commentators–including former Speaker of the House Kevin McCarthy– have rightfully spoken of “The Trump Revolution.” Whereas sitting members of Congress acknowledge Donald J. Trump’s repeated usurpation of powers explicitly delegated to Congress by the Constitution including usurpation of Congressional spending power, taxation power, and war powers. Whereas President Trump himself has said he does not know if he needs to follow the Constitution, a foundational document of the government of the United States of America and the basis of the nation’s current form of government. Whereas under Donald J. Trump’s rule the executive branch has repeatedly declined to pursue legitimate political methods for reshaping the government, instead imposing revolutionary programs by force, having assembled men for this purpose. Whereas Donald J. Trump assembled the so-called “Department of Government Efficiency,” an alleged governmental agency which in March 2025 resorted to coercion, trespass, and the commandeering of weaponry in order to overcome resistance to his illegal, unprecedented executive order shuttering the US Institute of Peace, a nonprofit corporation funded by Congress. Whereas on September 25, 2025 Donald J. Trump promulgated NSPM-7, ordering federal agents under his command to target and disrupt ideological opposition to his revolutionary policies. Whereas, in the spirit of this September 25th order, Donald J. Trump, by and through his close subordinate and agent Kristi Noem, Secretary of Homeland Security has deployed federal agents to cities across the United States to support his revolutionary program by suppressing legitimate popular dissent, treating all protesters as “violent rioters” and routinely violating the First Amendment rights of those engaging in legitimate opposition to his policy objectives. Whereas these heavily-armed paramilitary agents have openly defied judicial attempts to legally constrain their use of force to legitimate purposes. Whereas on January 7th, 2026, these heavily-armed paramilitary agents executed legal observer Renee Nicole Good while she exercised her first amendment right to protest their activities. Whereas the conduct of these heavily-armed paramilitary agents is properly understood as a psychological terror operation consistent with the “war” Donald J Trump and Peter B Hegseth described to US Generals on September 30, 2025: On October 1, 2025 heavily-armed paramilitary agents deployed in this way both exceeded the bounds of any legitimate government authority, descending from attack helicopters to make indiscriminate arrests no court in the United States is empowered to authorize, and also ignored their supposed mission to enforce immigration law, as no individuals detained in their raid were ever charged. On October 2, local law enforcement in Illinois accused these heavily-armed paramilitary agents of intentionally impeding their own legitimate operations by filing fake 911 calls to distract emergency services (a felony offense). Across multiple cities, heavily-armed paramilitary forces have deployed to high-visibility areas and filmed their own conduct as they indiscriminately assault civilians, the press, the clergy, unarmed protesters, and even members of Congress. Whereas on August 25th 2025 Donald J Trump issued an Executive Order to expand his capacity to inflict similar operations on additional cities by ordering Peter B Hegseth to “ensure the availability of a standing National Guard quick reaction force that shall be resourced, trained, and available for rapid nationwide deployment.” By their orders and by the conduct of the forces they have assembled and directed, Donald J Trump, Peter B Hegseth, and Kristi Noem have levied war upon the United States.
