Explain this to me like I am 12 years old. How can President Trump take $10 billion from U.S. taxpayers and transfer it to a so-called “Board of Peace” that he chairs and can use as he wishes? I was taught that Congress controls federal spending and that no president can move billions of taxpayer dollars without congressional approval. If that is no longer true, I want a clear and direct explanation of what legal authority allows this and why Congress is permitting it. If it is not legal, I want to know what you are doing right now to stop it. I expect a straightforward answer today. Now.
