Investigate allegations of targeting Palestinian children in Gaza

To: Sen. Kelly, Pres. Trump, Sen. Gallego, Rep. Schweikert

Israel must immediately investigate credible allegations that some of its soldiers and security forces have been deliberately targeting Palestinian children in Gaza with lethal force. The disturbing accounts of American doctors who have volunteered in Gaza hospitals describe a pattern of treating young children with gunshot wounds to the head and chest that strongly suggest intentional violence against civilians, an unacceptable violation of human rights and the laws of armed conflict. As a close ally of Israel, the United States has a responsibility to demand accountability and an end to any unlawful military practices that harm innocent children. Israel's military operations must fully comply with international humanitarian law by distinguishing between civilian and military targets and taking all feasible precautions to avoid civilian casualties. Specifically, an independent and transparent investigation should examine the injuries and deaths of Palestinian children caused by Israeli forces to determine if rules of engagement and military protocols were properly followed. The targeting of children is an unconscionable act that undermines moral standing and erodes international credibility. Israel must take decisive action to prevent further harm to the most vulnerable civilians and uphold its commitments under the Geneva Conventions. Failing to address these grave allegations will only prolong the cycle of violence and human suffering in Gaza. The lives of children must be protected at all costs during armed conflict.
