As the Senate considers the DHS funding bill, I urge you to insist in the following:
1. Equipment. Take away ICE's ability to carry guns and limit them to subcompact cars or bicycles. No militarized tools. (If a situation is too dangerous, they can withdraw like the civil enforcement they are.) Ban them from wearing anything with "police" written on it. Require visible badge numbers. Ban face coverings.
2. Warrants. Require ICE to obtain judicial warrants for all physical detentions. Improper detentions will result in automatic protected status for 5 years for the wrongly detained individual(s).
3. Border Patrol. Limit border patrol authority and operations to select areas along the northern & Southern border (determined by geography, not politics)--not just 100 miles from any border which includes a large percentage of the US population. Border patrol staff reassigned to ICE must follow all limitations placed on ICE (see above).
4. Monitor. Require and provide funding for outside nonprofit monitors/ immigration advocates on site at all detention centers and holding facilities. Provide explicit legal authority for federal and state officials to gain full and immediate access to any facilities (temporary or not). Reimpower the OIG.
5. Funding. Reduce the funding surge and make all remaining DHS funding contingent on the immediate assignment of a Senate-approved special counsel to investigate and prosecute individual and particularly systemic abuses of authority by DHS employees. Funding will be frozen
