Fireworks help!

Since Iowa legalized fireworks and enabled legislation limiting the time frames they can be used, non-compliance has skyrocketed. Local law enforcement seems powerless to enforce the law. What can be done from a state or legislative effort to get our cities under control? I can live with the war zone atmosphere during the allotted times, but the random hours for +/- 3 weeks is getting old!!
