The No Rogue Rulings Act of 2025 (NORRA) seeks to limit the authority of district courts to provide injunctive relief, a crucial check on executive overreach. This bill would prohibit nationwide injunctions against executive actions, except in cases involving multiple states from different circuits challenging the executive branch. Even then, injunctive relief would require clearing high procedural hurdles before a randomly selected three-judge panel. Stripping courts of their ability to halt unlawful policies threatens the separation of powers and insulates the executive from judicial oversight. Nationwide injunctions allow courts to swiftly prevent illegal executive actions that would cause irreparable harm. Without this power, vulnerable groups could suffer significant injury before ultimate resolution. The bill rationalizes curtailing injunctive authority as preventing "rogue rulings," but unilaterally dismantling judicial checks seems more akin to authoritarianism. I urge you to reject this deeply undemocratic legislation that would consolidate unchecked executive power at the expense of constitutional rights and liberties. Judicial review serves as a vital safeguard for all Americans.
