I am writing to demand that you immediately pursue impeachment and removal of President Trump and his entire administration for the criminally reckless appointment of Gregg Phillips as head of FEMA's Office of Response and Recovery. This appointment is not merely incompetent, it is a deliberate endangerment of American lives that constitutes high crimes and misdemeanors warranting removal from office. Phillips is a conspiracy theorist with zero federal emergency management experience who spread election fraud lies through True the Vote in a failed attempt to overturn the 2020 election. He claimed to possess evidence of millions of fraudulent votes and Chinese election interference despite no such evidence existing. He cultivated extensive ties to the QAnon movement, sharing Q-related content on Truth Social, appearing on QAnon podcasts, and participating in QAnon solidarity events. He has faced repeated accusations of ethical misconduct in Mississippi and Texas government contracts, financial mismanagement of True the Vote funds, and fraudulent fundraising for a Ukrainian mobile hospital that never materialized. FEMA conspiracy theories have already resulted in armed threats against federal employees in North Carolina and caused disaster victims to refuse lifesaving aid and ignore evacuation warnings. Installing a conspiracy theorist in FEMA's second-most-powerful position will destroy public trust in emergency response precisely when climate change is intensifying natural disasters across the country. This administration has already weaponized disaster relief by attempting to reallocate $233 million in FEMA funds away from blue states and slashing $8 billion in green project funding from Democratic states. Draft proposals for FEMA 2.0 would shift funding to block grants distributed by political metrics rather than need. This represents an unprecedented corruption of an agency that has historically operated on nonpartisan principles during national emergencies. Appointing an unqualified conspiracy theorist to oversee disaster response is an impeachable offense. Americans will die because of this decision. I demand you initiate impeachment proceedings immediately against Trump and his administration and use every constitutional tool available to remove them from office before more lives are lost to their criminal negligence.
