Subject: Require Clear Purpose, Cost and Duration Before Further Funding for War With Iran   The administration has not presented Congress or the American public with a clear explanation of the rationale for the war with Iran; what the end state of this war is meant to be; or how long it may last.   As a part of any budget considerations relating to further war funding requests, I am writing to urge you to demand the Administration provide clear and specific answers about the purpose, cost, and expected duration of the war. That plan must be satisfactory to Congress before any further funding is approved.   The United States has spent decades and trillions of dollars in open-ended conflicts that began without clear goals or realistic timelines. Congress should not repeat that mistake.   The Constitution gives Congress authority over war funding and the power to declare war, placing on Congress a responsibility to ensure that American lives and resources are not committed to open-ended conflicts without clear objectives and accountability.   Without that transparency and accountability, additional funding for this war should not be authorized.
