Block OMB's proposed rule under 2 CFR 200.300 before it takes effect October 1st. This regulation would strip federal funding from virtually every institution that serves, represents, or conducts research on transgender people — schools, hospitals, universities, libraries, nonprofits, and state governments. That is not a policy disagreement. That is the systematic erasure of a community from public life. The rule's language banning funds that "promote, encourage, subsidize, or facilitate" anything touching gender identity is so broad it would end trans healthcare research, remove trans people from museum exhibits, and pressure cities to repeal nondiscrimination ordinances. It also repeals Biden-era protections against discrimination based on gender identity for all federal funding recipients. The public comment period closes July 13th — there is still time to act. Use your office to formally oppose this rule, submit comments against it, and pursue every legislative avenue to prevent its implementation.
