Demand Removal of ICE Acting Director Lyons and DHS Secretary Noem

A May 12, 2025 internal ICE memo authored by Acting Director Todd Lyons authorizes agents to forcibly enter homes without judicial warrants, relying solely on administrative warrants to arrest individuals subject to deportation. This policy represents a fundamental departure from historical practice and constitutional protections. I am writing to demand the immediate removal of Todd Lyons and DHS Secretary Kristi Noem for implementing this unconstitutional policy. The Fourth Amendment protects all people in this country from unreasonable searches and seizures. Administrative warrants, which are issued by ICE officers rather than judges, have never authorized forced entry into homes. The memo itself acknowledges this is a change from past procedures, yet DHS proceeded despite longstanding federal law enforcement training materials rooting such restrictions in constitutional assessments. Whistleblower Aid, representing two ICE whistleblowers who disclosed this memo to Senator Richard Blumenthal, emphasized that Form I-205 does not authorize home entry. The organization expressed particular concern about training new recruits with no prior law enforcement experience to disregard Fourth Amendment protections. The secretive rollout of this policy, where agents were verbally briefed or allowed to view but not keep copies, with threats of termination for speaking out, demonstrates consciousness of its illegality. Between January 20 and October 15, ICE arrested approximately 220,000 people under this administration. Around 75,000 had no criminal records. On January 7, an ICE agent fatally shot U.S. citizen Renee Good in Minneapolis during enforcement operations. This policy escalates dangers for both agents and residents. I urge you to publicly call for the removal of Todd Lyons and Kristi Noem, introduce or support legislation explicitly prohibiting warrantless home entries by immigration enforcement, and demand immediate suspension of this unconstitutional directive. Due process and the rule of law require your action.
