Prohibit Electroshock Devices and Conductive Energy Tools in Public Schools

I am writing to demand immediate legislative action to ban the possession and use of electroshock devices—including "The GLOVE" and conductible energy weapons—by law enforcement and School Resource Officers (SROs) within elementary, middle, and high schools. Public schools must be safe environments dedicated to learning and growth. Granting SROs permission to use pain compliance technology on children for noncompliance creates an environment of fear, risks physical and psychological trauma, and violates students' fundamental constitutional rights. The use of electroshock tools on minors raises grave Fourth Amendment excessive force concerns and disproportionately impacts students with disabilities and students of color. I urge you to introduce and support legislation that: 1 Explicitly prohibits SROs and school security personnel from carrying or deploying electric-shock weaponry on school grounds. 2 Establishes clear, enforceable standards for non-violent de-escalation protocols in public schools. 3 Requires strict reporting and oversight regarding any use-of-force incidents involving students. Protecting our children's civil rights and physical safety must take priority over punitive compliance measures. I look forward to hearing how you plan to address this issue. 1 Fourth Amendment Violations: Deploying electrical shocks on children for noncompliance or minor school infractions constitutes excessive force and unreasonable seizure under 42 U.S.C. § 1983 (Graham v. Connor). 2 ADA Title II and Section 504 Violations: Using pain compliance on students experiencing disability-related behavioral crises fails to provide reasonable accommodations and discriminates against children with developmental or emotional disabilities. 3 Title VI Civil Rights Violations: The deployment of severe discipline tools disproportionately harms minority students, perpetuating unequal treatment in public education. 4 Fourteenth Amendment Violations: Subjecting students to severe physical pain compromises their constitutional right to bodily integrity and personal security in school. Public schools must remain safe, supportive environments. I urge you to introduce and pass legislation that explicitly bans electroshock weapons on school grounds, mandates non-violent de-escalation protocols, and strictly regulates SRO use-of-force policies. I look forward to your response on how you will protect students' civil rights.
