Support Basic Standards of Decency and Due Process in ICE Enforcement I am writing as Congress negotiates DHS funding to urge you to confront what many Americans now see as abhorrent conduct in immigration enforcement operations. Reports and videos of masked agents, unclear authority, aggressive tactics, and actions that appear to sidestep basic constitutional safeguards have deeply damaged public trust and undermined America’s commitment to humane treatment and the rule of law. At a minimum, basic human decency and due process require that Congress support the reforms currently being proposed: • Agents conducting enforcement actions should display visible identification and agency affiliation. • Enforcement personnel should not operate masked or unidentified in ways that make them indistinguishable from armed civilians. • Judicial warrants should be required for entry into homes, consistent with constitutional protections; NOT administrative warrants. • Enforcement practices must respect due process and allow meaningful oversight and accountability. These measures do not prevent immigration enforcement. They simply ensure that enforcement occurs within clear legal and humanitarian boundaries, protecting communities, civil liberties, and officers alike. Please make clear to the American people that you do not support inhumane enforcement tactics. Speak out publicly in support of these proposals and vote to include them in current negotiations. Public opinion strongly favors humane, accountable enforcement, and voters will remember who chose to defend decency and who chose to ignore it.
