A family in Philadelphia with a total income of $17,000 annually would face this penalty. The typical SSI recipient affected by this rule lives in a household earning just $17,000 per year. These families have already proven their poverty to qualify for SNAP. Making them file extensive monthly reports documenting property details, income changes, and expenses is cruel bureaucratic red tape that will overwhelm an already strained system. This policy is also fiscally reckless. Cutting one disabled adult's benefit saves taxpayers about $11 per day, but forcing that person into a residential facility because their family can no longer afford to care for them costs hundreds of dollars daily. Forty Down syndrome organizations and the National Association of Evangelicals oppose this change.
