To pass comprehensive legislation that explicitly criminalizes human trafficking, torture, and the farming or exploitation of human beings for consumption under any circumstances, including corporate-induced scarcity or extreme survival situations. Whereas: • Human trafficking and torture are severe violations of fundamental human rights and international law. • Existing laws against murder, desecration of a corpse, and trafficking must be reinforced with absolute, non-negotiable statutory prohibitions regarding human consumption. • No corporate entity, private organization, or government authority should ever possess the legal framework to exploit human life for biological resource mapping or sustenance. Therefore, the undersigned petitioners request that the legislature enact a federal statute to: 1 Establish an Absolute Criminal Offense: Create a definitive, stand-alone felony charge for the trafficking, containment, or harvesting of human beings for the purpose of consumption. 2 Eliminate the "Survival" Defense: Explicitly state that extreme environmental circumstances, artificial scarcity, or corporate failure do not legally justify or excuse the exploitation or consumption of human flesh. 3 Impose Severe Corporate Penalties: Ensure that any corporation, executive, or leader found to be intentionally creating scarcity to manipulate resource reliance faces immediate dissolution, asset seizure, and maximum lifetime imprisonment
