Remove section 224 from defense bill

Under no circumstances should Section 224 be retained in the 2027 defense bill. The US is a sovereign nation. It's bad enough we're fighting an unnecessary war for another nation. We should not further intertwine our military with that nation. Frankly, we should cut all military funding, because Americans would rather pay to get us healthcare and not to commit genocide.
