This treaty involving Ukraine, the United States, the United Kingdom, and the Russian Federation
addresses security assurances related to Ukraine's accession to the Nuclear Non-Proliferation Treaty. The
Memorandum was signed in Budapest on December 5, 1994 and entered into force on that date. As an
international agreement registered with the United Nations, it obligates the parties to respect Ukraine's
accession to the NPT as a non-nuclear weapon state and provides security assurances against threats or
use of force against Ukraine's territorial integrity or political independence. Upholding this agreement is
crucial for maintaining the non-proliferation regime, regional stability, and rule of law in international
affairs. Therefore, it is imperative that all parties fully implement their commitments under this
Memorandum to reinforce the legal and political commitments that enabled Ukraine's denuclearization Ensure the US upholds its agreement in the 1994 Budapest Memo (UN Treaty 52241) and helps Ukraine.
