I am very disappointed that you voted "Yea" during the meeting over H.R. 9495. H.R. 9495 poses a significant threat to the due process rights and operational integrity of nonprofit organizations. The proposed legislation would grant the Secretary of the Treasury broad discretionary powers to designate nonprofits as "terrorist supporting organizations" without requiring full transparency about the evidence or reasoning behind such accusations. Accused organizations would bear the burden of proving their innocence within a mere 90 days before potentially facing revocation of their tax-exempt status. This process is fundamentally unfair and lacks constitutional protections. Even if the accusation is ultimately overturned, the reputational damage and loss of trust from donors and communities could irreparably harm law-abiding nonprofits simply for providing humanitarian assistance in conflict zones under proper regulatory authorization. Furthermore, the bill creates redundancies with existing laws prohibiting material support to terrorist groups, yet removes critical safeguards. I strongly urge you to oppose H.R. 9495 unless it is amended to uphold due process rights, increase transparency, and prevent abuse of expanded executive authority over the nonprofit sector. This legislation threatens to undermine the invaluable work of organizations serving vulnerable populations worldwide.
