Under this rule, if a single barcode on one ballot in a batch of 10,000 fails to scan, the entire batch gets rejected and returned to the state. The system requires a 100% match at multiple verification stages before any ballot moves forward. The whistleblower warns that "potentially millions of American voters may not receive their mail-in ballot this election cycle in a timely manner, or at all." Worse, Judge Talwani issued a Temporary Restraining Order on August 27 explicitly halting further work — and USPS kept building anyway. This isn't bureaucratic incompetence. It's a federal agency defying a court order to implement a system designed to fail voters. Congress needs to act now: hold hearings, compel answers from Postmaster General David Steiner, and protect every eligible voter's right to cast a ballot this November.
