I am writing to urge you to support Senate Bill 3377, the Industrial Hemp Act, filed by Senator Emil Jones, III on February 4, 2026. This legislation creates a comprehensive regulatory framework for hemp and hemp-derived cannabinoid products that protects consumers while supporting economic opportunity in Illinois. SB 3377 takes a responsible approach to hemp regulation by establishing clear licensing requirements, packaging and labeling standards, laboratory testing protocols, and enforcement mechanisms. These provisions ensure product safety and quality while giving businesses the regulatory clarity they need to operate legally and transparently. The bill also authorizes liquor license holders to manufacture, distribute, and sell hemp-cannabinoid products made in compliance with state law, creating new revenue streams for existing businesses. The economic benefits of this legislation are substantial. The bill amends the Illinois Income Tax Act to create a corporate income tax deduction equal to 50% of income generated from sales of products made by minority and other priority-population-owned businesses. This provision directly supports economic equity and creates pathways for communities that have been disproportionately impacted by cannabis prohibition. Additionally, the bill establishes the Hemp Social Equity Fund to provide loans, grants, and technical assistance for social equity applicants, ensuring that the benefits of this emerging industry are shared broadly. SB 3377 currently sits in the Cannabis committee after being moved from Executive on February 18, 2026.
