The Supreme Court ruled 6-3 that President Trump's Liberation Day tariffs imposed under the International Emergency Economic Powers Act were unconstitutional because only Congress holds the power to tax, and tariffs are taxes. Despite this clear ruling, Treasury Secretary Scott Bessent has indicated that Americans likely will not receive refunds for the illegally collected tariff revenue. This is unacceptable. The Tax Foundation estimated these tariffs cost the average American household approximately $1,000 in 2025, with projections of $1,300 in 2026. The Congressional Joint Economic Committee-Minority calculated the actual cost at $1,700 per household. Working-class families cannot afford to absorb these illegal charges while the administration simply moves forward without accountability. Economic data demonstrates the harm these tariffs inflicted on American workers. Job growth plummeted from 1.46 million jobs in 2024 to only 181,000 in 2025. Manufacturing alone lost approximately 108,000 jobs in 2025. Growth slowed from 2.8% in 2024 to 2.2% in 2025. These numbers represent real families struggling with both higher costs and fewer employment opportunities. Representatives Horsford and Bynum have introduced legislation requiring the Trump administration to refund tariff revenue within 90 days. Illinois Governor J.B. Pritzker has already sent Trump an invoice for $8,679,261,600 as reimbursement for his state's families. Your constituents deserve the same advocacy. I urge you to cosponsor the Horsford-Bynum legislation and publicly demand that the administration immediately refund all illegally collected tariff revenue to American families. When the Supreme Court declares a tax unconstitutional, the government must return that money. Working families paid these illegal taxes while being told foreign countries would bear the cost. They deserve reimbursement, and they deserve it now.
