Review Terror-Financing Act: Balance National Security and Civil Liberties

To: Sen. Gillibrand, Rep. Morelle, Sen. Schumer

From: A constituent in Rochester, NY

November 24

The proposed Stop Terror-Financing and Tax Penalties on American Hostages Act raises valid concerns about tax compliance issues faced by American hostages and wrongfully detained individuals abroad. However, some provisions granting broad authority to the Secretary of Treasury to designate organizations as "terrorist supporting" without sufficient due process could enable overreach and infringe on civil liberties. We must ensure any counterterrorism efforts uphold fundamental rights and follow established legal procedures. I urge a thorough review of this bill to strike an appropriate balance between supporting Americans held abroad and protecting constitutional freedoms.
