Bring the Montana Plan to Tennessee — End Corporate Dark Money

To: Sen. Walley, Gov. Lee, Rep. Shaw

From: A constituent in Brownsville, TN

May 17

Tennessee should adopt the Montana Plan, and I want you to champion it. Montana's Transparent Election Initiative has developed a legal strategy that doesn't fight Citizens United head-on — it makes it irrelevant. The approach is simple: states define what powers corporations receive. If Tennessee never grants corporations the power to spend in politics, there's no constitutional right to restrict. This matters because corporate and dark money doesn't just distort elections — it distorts policy. When shell groups can funnel unlimited funds into our races without disclosing the true source, politicians end up accountable to donors, not voters. The Montana Plan closes that gap by working within existing state corporate law, not around the Constitution. A majority of Americans want this kind of reform. Tennessee voters do too. Please introduce or co-sponsor legislation modeled on the Montana Plan. Montana is already moving toward a 2026 ballot initiative. Tennessee doesn't have to wait — the legal framework is built, tested, and ready.
