Urgent Oversight Needed for NSPM-7 and Protection of Civil Liberties

To: Sen. Schatz, Rep. Tokuda, Sen. Hirono

From: A constituent in Kula, HI

October 25, 2025

I am writing to express deep concern over National Security Presidential Memorandum-7 (NSPM-7), titled “Countering Domestic Terrorism and Organized Political Violence,” issued on September 25, 2025. While I understand the importance of addressing political violence, NSPM-7 contains vague and ideologically charged language—such as “anti-American,” “anti-capitalist,” and “anti-Christian”—that lacks clear legal definition. This opens the door to potential surveillance, investigation, or penalization of peaceful advocacy groups, religious communities, and individuals exercising their constitutional rights. In our current political climate, such ambiguity risks turning dissent into criminal suspicion. Without proper checks and balances, NSPM-7 could be used to target critics of government policy or marginalized groups under the guise of national security. I urge you to: • Demand full transparency on how NSPM-7 will be implemented • Hold public hearings to assess its constitutional implications • Ensure that any enforcement respects the First Amendment rights to free speech, religion, and association Protecting our democracy means safeguarding the rights of all Americans—even those with unpopular or dissenting views. I hope you will act swiftly to provide oversight and prevent potential misuse of this policy.
