I hope this message finds you well. I am writing as a Pennsylvania resident and voter who cares deeply about affordability, consumer choice, and competitive markets in our healthcare system. The Democrats in congress are holding the line on the Federal Budget with health care subsidies and I applaud them - AND there’s something you can do to help them AND the residents of Pennsylvanians. One provision of federal law that has not yet been utilized, by any state, is Section 1333 of the Affordable Care Act, which explicitly allows states to form interstate Health Care Choice Compacts. This would permit qualified health plans to be sold across state lines with state oversight and consumer protections intact. Although this option has been on the books since 2010, no state has attempted to use it. Given Pennsylvania’s commitment to fiscal prudence and innovation, I believe we have an opportunity to lead with a free-market, competitive solution that could: • Increase insurance competition • Support consumer choice • Provide more affordable options for Pennsylvania families and small businesses • Reduce regulatory barriers to market entry • Keep state control rather than rely on federal mandates This is a market-based reform already authorized in federal statute, and one that does not require expanding government programs or spending, only thoughtful state-level leadership and cooperation with like-minded states. I respectfully ask your office to: 1. Review the feasibility of a Pennsylvania Health Care Choice Compact under ACA §1333 2. Explore interest among neighboring states in a multi-state compact framework 3. Consider legislative language authorizing Pennsylvania to participate if appropriate safeguards can be implemented Pennsylvanians — particularly working families, small business owners, and individuals who do not receive employer-sponsored coverage — deserve more competition and more affordable choices in the health insurance marketplace. I believe a genuine free-market solution aligned with conservative principles is worth exploring, and Pennsylvania has an opportunity to lead where Washington has not.
