Follow the constitution in the laws that Congress has passed. Quit holding Americans hostage by trying to change the laws written previously to laws you want right now. That is not what the budgets are for. Fund DHS and TSA, Millions of people fly each day and need your help. Open fully the government and do your job and vote for a new Laws accordingly.
