This proposed legislation would place an unnecessary burden on state agencies and undermine their ability to effectively implement laws and safeguard public interests. By requiring legislative approval for any regulation with an economic impact over $1 million, even minor rules could face crippling delays or outright rejection. This threshold is unreasonably low, amounting to just 2 cents per Georgian over 5 years. Furthermore, forcing agencies to review all existing rules every 4 years and cut 10% or face a public comment process is an onerous requirement that could compromise vital protections. Regulations exist to protect public health, safety, and the environment - they should not be treated as mere bureaucratic obstacles to be eliminated indiscriminately. This bill appears motivated more by anti-government ideology than a genuine effort to promote efficiency. It risks hampering agencies' ability to respond to emerging issues and carry out their statutory mandates. I urge you to reject this measure and allow state experts to do their jobs without excessive political interference that could endanger the well-being of Georgians.
